Iraq : New government plans to secure Baghdadnote
Early this week, the new government of Ibrahim Jaafari, albeit incomplete, was sworn in, while the country seems to be plunging into an unprecedented wave of killings, suicide attacks and car bombings. However, the new government has no time to waste, as it has a heavy agenda to achieve before the end of the year. It has to hold a referendum on a new constitution, which the newly established National Assembly is supposed to draw up in the coming three months, and then organize a new round of general elections leading to the establishment of a new government on the basis of the new constitution.
