Saudi Arabia - France: Caesar codenote

French Minister of Foreign Affairs Jean-Yves Le Drian is said to have developed an action plan which allowed him to keep the line of communication open between the Saudi Ministry of Defense and the French Ministry of Armed Forces over the past two years.

The action plan is known as “Caesar’s code”.
