When Iraq was under UN sanctions since the Gulf War, the United States did whatever possible to prevent non-US oil companies from investing in the Iraqi oil industry - and not without success, since even those companies that concluded deals with Saddam's regime refrained thereafter from investing despite a host of Iraqi incentives.
