Qatari Emir Tamim did not attend the 40th GCC summit meeting that was held yesterday (10/12/19) in Riyadh.

Instead, Qatari PM Sheikh Abdullah Bin Nasser Bin Khalifa Al-Thani headed the Qatari delegation to the summit meeting.
