Pro-CPA Iraqi sources suggest that pre-war deals will remain in locked drawers until an elected, sovereign government is established. According to these sources, CPA Administrator Paul Bremer has several times pointed to the fact that both the Pentagon and the State Department consider these deals to be null and void.
